Why doesn’t Clibor launch automatically at Windows startup?

Windows 11 security features, or security information attached to a downloaded file, can sometimes prevent Clibor from launching automatically at Windows startup, even though it's set to start with Windows.

One example is Smart App Control, a Windows 11 security feature.

Try the steps below:

① Right-click Clibor.exe and open Properties
② On the General tab, under Security, check Unblock
③ Click OK to close the dialog

After this, restart Windows and check whether Clibor launches automatically from startup.
